Kathmandu — In a major step towards digital governance, the Bagmati Province Government has introduced a QR Code system for vehicle bluebooks, eliminating the need for vehicle owners to carry physical documents.

The newly launched Digital Bluebook service is currently available for vehicles registered within Bagmati Province only. This digital feature is expected to simplify verification and reduce the hassle of maintaining physical copies of registration documents.

How to Get Your Vehicle QR Code (Digital Bluebook)

Here’s a step-by-step guide for vehicle owners to request their Bluebook QR code:

  1. Visit the official website of the Ministry of Labour, Employment and Transport of Bagmati Province or Click Here.

  2. On the homepage, find the section ‘Hamra Sewaharu’ and click on ‘Bluebook QR’.

  3. Enter your mobile number and complete the CAPTCHA verification.

  4. You’ll receive a 6-digit OTP on your phone — enter it to proceed.

Fill Out the QR Request Form

You’ll need to fill in details such as:

  • Vehicle registration info: number plate, office lot no., symbol, vehicle number, type, make, model, etc.

  • Vehicle specs: cylinder count, horsepower, chassis no., engine no., color, seating capacity, fuel type, etc.

  • Personal details: citizenship number, national ID (if available), date of birth.

  • Important dates: registration date, renewal expiry date, and Bluebook number (all found in your physical bluebook).

Upload Documents & Book Office Appointment

  • Upload clear photos of relevant Bluebook pages and a passport-size photo of the vehicle owner.

  • Select a convenient date and time for a visit to the Transport Office and confirm your appointment.

QR Code Collection Process

After successful form submission, visit the chosen transport office on your appointment day with your original Bluebook and citizenship/license.

  • Office staff will verify your documents.

  • Once approved, a QR code link will be sent to your mobile.

  • Tap the link to view, download, or print your Digital Bluebook QR Code.

This new QR code system aims to make vehicle ownership easier and more digital-friendly — similar to how physical driving licenses have been phased out with smart cards. Officials say the response has been smooth so far, with minimal crowds at offices and staff ready to assist applicants.

With the digital transformation of the transport system, the Bagmati Government hopes to reduce paper-based bureaucracy and provide faster, cleaner service to citizens.
